- A formal application for assignment of an ISBN made on the letter headed paper of the Publisher, Author or Institution. All letters should be sent to the address stated below.

- An indication whether the Author, Publisher or Institution are new in the publishing industry and their expected output in the next five years to enable the agency determine the appropriate block of number to assign to them.

- Visual proof of the existence of the publication i.e. the user requesting the assignment must produce type-setted copy of the manuscript. This is mandatory for authors and first time publishers.

- An evidence to show full utilization of ISBN earlier assigned. That is, each publisher, author or institution should forward a list of their publications with the used ISBN to the National Agency before requesting for new assignment of ISBN. In addition, evidence of giving deposited three (3) copies of each publication to the National Library as required by law.

- All fees charged for ISBN services are made payable to National Library of Nigeria in MICR Bank Draft or through cash payment at our office. Various fees charged are as follows:

- Publishers requesting for ISSN for their serial titles must first publish the maiden edition i.e. Vol. 1, No. 1. Thereafter, they should forward three (3) copies to the National Library of Nigeria as Legal Deposit.

- Forward typed application on the letter headed paper of the author, publisher or institution. All letters should be sent to the address below.

- Frequency of the serial to be clearly stated.

- State the name and address of the publisher. The address must include not only P.O. Box but also the actual location of the company or institution.

- All fees charged for ISSN assignment are made payable to National Library of Nigeria in MICR Bank Draft or through cash payment at our office. The fees currently charged are as follows:
